各(ge)省(sheng)、自治(zhi)區、直(zhi)轄市(shi)、新疆生產建設(she)兵團發展改革委(wei)、能(neng)源(yuan)局,北京(jing)市(shi)城市(shi)管理委(wei)員會(hui),天津市(shi)工(gong)業和(he)信(xin)(xin)息化局、遼寧省(sheng)工(gong)業和(he)信(xin)(xin)息化廳(ting)、上海市(shi)經濟和(he)信(xin)(xin)息化委(wei)員會(hui)、重(zhong)慶市(shi)經濟和(he)信(xin)(xin)息化委(wei)員會(hui)、甘肅(su)省(sheng)工(gong)業和(he)信(xin)(xin)息化廳(ting),國家能(neng)源(yuan)局各(ge)派出機構,國家電網(wang)有限(xian)公司、中(zhong)國南方電網(wang)有限(xian)責任(ren)公司,有關中(zhong)央企業:

為(wei)貫徹落實黨(dang)(dang)的二十(shi)屆三中(zhong)全會精神和(he)黨(dang)(dang)中(zhong)央(yang)、國務(wu)院關(guan)于完善新(xin)能源消(xiao)納(na)和(he)調控(kong)政策(ce)(ce)措施的決策(ce)(ce)部(bu)署,探索創新(xin)新(xin)能源生產(chan)和(he)消(xiao)費(fei)融合發展模式(shi),促進新(xin)能源就近就地消(xiao)納(na),更好滿(man)足企業(ye)綠色用能需(xu)求,依(yi)據(ju)《中(zhong)華人民(min)共(gong)和(he)國能源法(fa)》等有關(guan)法(fa)律法(fa)規,制定本通知(zhi)。

一、總體要求

(一)適(shi)用(yong)(yong)范圍。本文所指(zhi)的(de)綠電(dian)(dian)(dian)(dian)(dian)直(zhi)(zhi)(zhi)連(lian)是(shi)指(zhi)風電(dian)(dian)(dian)(dian)(dian)、太(tai)陽能發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)、生物質(zhi)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)等新能源不直(zhi)(zhi)(zhi)接(jie)(jie)接(jie)(jie)入(ru)公共(gong)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),通過直(zhi)(zhi)(zhi)連(lian)線(xian)(xian)路(lu)向單一電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)(yong)戶(hu)供給綠電(dian)(dian)(dian)(dian)(dian),可(ke)實(shi)現供給電(dian)(dian)(dian)(dian)(dian)量(liang)清晰物理(li)溯(su)源的(de)模式。其中,直(zhi)(zhi)(zhi)連(lian)線(xian)(xian)路(lu)是(shi)指(zhi)電(dian)(dian)(dian)(dian)(dian)源與電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)(yong)戶(hu)直(zhi)(zhi)(zhi)接(jie)(jie)連(lian)接(jie)(jie)的(de)專(zhuan)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)力(li)線(xian)(xian)路(lu)。按照負荷(he)是(shi)否接(jie)(jie)入(ru)公共(gong)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)分(fen)為(wei)并網(wang)(wang)(wang)(wang)型(xing)和離網(wang)(wang)(wang)(wang)型(xing)兩類。并網(wang)(wang)(wang)(wang)型(xing)項目作為(wei)整(zheng)體接(jie)(jie)入(ru)公共(gong)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),與公共(gong)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)形(xing)成(cheng)清晰的(de)物理(li)界(jie)面(mian)與責任界(jie)面(mian),電(dian)(dian)(dian)(dian)(dian)源應接(jie)(jie)入(ru)用(yong)(yong)戶(hu)和公共(gong)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)產權分(fen)界(jie)點的(de)用(yong)(yong)戶(hu)側。直(zhi)(zhi)(zhi)連(lian)電(dian)(dian)(dian)(dian)(dian)源為(wei)分(fen)布(bu)式光伏(fu)的(de),按照《分(fen)布(bu)式光伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)開發(fa)(fa)建設管理(li)辦法》等政策執行。采用(yong)(yong)直(zhi)(zhi)(zhi)連(lian)線(xian)(xian)路(lu)向多用(yong)(yong)戶(hu)開展綠色電(dian)(dian)(dian)(dian)(dian)力(li)直(zhi)(zhi)(zhi)接(jie)(jie)供應的(de),具體辦法由國(guo)家發(fa)(fa)展改(gai)革(ge)委、國(guo)家能源局另行規(gui)定(ding)。

(二)發(fa)展(zhan)目標(biao)。綠電直連項(xiang)目以滿足(zu)企業綠色(se)用能需(xu)求、提(ti)升新能源就近就地(di)消納水平為目標(biao),按照安全(quan)(quan)優先、綠色(se)友好、權責對(dui)等、源荷(he)匹配原則建設(she)運行,公平合(he)理承擔安全(quan)(quan)責任(ren)(ren)、經濟責任(ren)(ren)與(yu)社會責任(ren)(ren)。

二、加強規劃引導

(三(san))規范項(xiang)目(mu)建(jian)(jian)設(she)(she)。新(xin)增負荷(he)可(ke)配(pei)套建(jian)(jian)設(she)(she)新(xin)能(neng)(neng)源項(xiang)目(mu)。存量負荷(he)在已有燃(ran)煤燃(ran)氣自備(bei)電(dian)廠足額清繳可(ke)再生能(neng)(neng)源發展基金(jin)的前(qian)提下開展綠(lv)電(dian)直連(lian),通(tong)過(guo)壓(ya)減自備(bei)電(dian)廠出力,實現清潔(jie)能(neng)(neng)源替代(dai)。有降(jiang)碳(tan)剛性需(xu)求的出口外(wai)向(xiang)型企業利用周邊新(xin)能(neng)(neng)源資源探(tan)索開展存量負荷(he)綠(lv)電(dian)直連(lian)。支持尚未開展電(dian)網接(jie)入工(gong)程建(jian)(jian)設(she)(she)或因新(xin)能(neng)(neng)源消納(na)受限等原(yuan)因無法并網的新(xin)能(neng)(neng)源項(xiang)目(mu),在履行相應(ying)變更手續后開展綠(lv)電(dian)直連(lian)。

(四)加強(qiang)規(gui)劃(hua)統(tong)(tong)籌。省級(ji)能(neng)源主管部(bu)門(men)應(ying)加強(qiang)對綠電(dian)(dian)(dian)(dian)直(zhi)連項目(mu)(mu)(mu)的(de)統(tong)(tong)籌規(gui)劃(hua),確(que)保綠電(dian)(dian)(dian)(dian)直(zhi)連模式有序發(fa)展。項目(mu)(mu)(mu)風(feng)電(dian)(dian)(dian)(dian)和(he)(he)太陽能(neng)發(fa)電(dian)(dian)(dian)(dian)規(gui)模計入(ru)(ru)省級(ji)能(neng)源主管部(bu)門(men)制(zhi)定的(de)新(xin)能(neng)源發(fa)電(dian)(dian)(dian)(dian)開發(fa)建設方案(an),用電(dian)(dian)(dian)(dian)負(fu)荷規(gui)模應(ying)有依(yi)據(ju)和(he)(he)支撐,直(zhi)連線(xian)路、接(jie)入(ru)(ru)系統(tong)(tong)等按電(dian)(dian)(dian)(dian)壓(ya)等級(ji)納(na)入(ru)(ru)省級(ji)或城市的(de)能(neng)源電(dian)(dian)(dian)(dian)力和(he)(he)國土(tu)空(kong)間等規(gui)劃(hua),并按《企(qi)(qi)業(ye)(ye)投(tou)資項目(mu)(mu)(mu)核準和(he)(he)備案(an)管理辦法》等規(gui)定進行備案(an)。直(zhi)連線(xian)路應(ying)盡(jin)量減少線(xian)路交叉跨(kua)(kua)越(yue),確(que)需跨(kua)(kua)越(yue)的(de)應(ying)做好(hao)安全(quan)措(cuo)施。項目(mu)(mu)(mu)應(ying)編(bian)制(zhi)包含電(dian)(dian)(dian)(dian)源、負(fu)荷、直(zhi)連線(xian)路和(he)(he)接(jie)入(ru)(ru)系統(tong)(tong)的(de)整體化(hua)方案(an),以(yi)專(zhuan)門(men)章(zhang)節評估系統(tong)(tong)風(feng)險、用電(dian)(dian)(dian)(dian)安全(quan)、電(dian)(dian)(dian)(dian)能(neng)質量等,并提出(chu)具體技術措(cuo)施。項目(mu)(mu)(mu)接(jie)入(ru)(ru)電(dian)(dian)(dian)(dian)壓(ya)等級(ji)不(bu)超過220(330)千伏;確(que)有必要(yao)接(jie)入(ru)(ru)220(330)千伏的(de),應(ying)由省級(ji)能(neng)源主管部(bu)門(men)會同(tong)國家能(neng)源局派出(chu)機構組織電(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)(ye)、項目(mu)(mu)(mu)單位等開展電(dian)(dian)(dian)(dian)力系統(tong)(tong)安全(quan)風(feng)險專(zhuan)項評估,確(que)保電(dian)(dian)(dian)(dian)網安全(quan)穩(wen)定運行。項目(mu)(mu)(mu)應(ying)按照整體化(hua)方案(an)統(tong)(tong)一建設,同(tong)步(bu)投(tou)產。

(五)鼓勵模(mo)式創(chuang)新(xin)。綠(lv)電(dian)(dian)直連項(xiang)目(mu)(mu)原(yuan)則上由(you)負荷(he)作為主(zhu)責單(dan)位。包括(kuo)民營企業(ye)在內(nei)的各類經營主(zhu)體(ti)(不含電(dian)(dian)網企業(ye))可投資(zi)綠(lv)電(dian)(dian)直連項(xiang)目(mu)(mu)。項(xiang)目(mu)(mu)電(dian)(dian)源(yuan)可由(you)負荷(he)投資(zi),也可由(you)發(fa)電(dian)(dian)企業(ye)或(huo)雙方成立的合資(zi)公司(si)投資(zi),直連專(zhuan)線原(yuan)則上應由(you)負荷(he)、電(dian)(dian)源(yuan)主(zhu)體(ti)投資(zi)。項(xiang)目(mu)(mu)電(dian)(dian)源(yuan)和負荷(he)不是同一投資(zi)主(zhu)體(ti)的,應簽(qian)訂(ding)多年期購電(dian)(dian)協(xie)議或(huo)合同能(neng)源(yuan)管理協(xie)議,并就(jiu)電(dian)(dian)力(li)(li)設(she)施建設(she)、產權(quan)劃分、運行維護(hu)、調度(du)運行、結(jie)算關系(xi)、違(wei)約責任等事項(xiang)簽(qian)訂(ding)協(xie)議。項(xiang)目(mu)(mu)中新(xin)能(neng)源(yuan)發(fa)電(dian)(dian)項(xiang)目(mu)(mu)豁免電(dian)(dian)力(li)(li)業(ye)務許可,另(ling)有(you)規定除(chu)外(wai)。

(六(liu))做好(hao)源(yuan)荷匹配。并網型項(xiang)目(mu)應按照“以荷定(ding)源(yuan)”原則科學確定(ding)新(xin)能(neng)源(yuan)電(dian)(dian)(dian)源(yuan)類型和裝機(ji)規模。現貨(huo)市場連續運(yun)行地區可(ke)采取整體自(zi)(zi)發(fa)自(zi)(zi)用(yong)(yong)(yong)為(wei)主,余電(dian)(dian)(dian)上網為(wei)輔的模式;現貨(huo)市場未連續運(yun)行地區,不(bu)(bu)允(yun)許向公(gong)共電(dian)(dian)(dian)網反(fan)送。項(xiang)目(mu)整體新(xin)能(neng)源(yuan)年自(zi)(zi)發(fa)自(zi)(zi)用(yong)(yong)(yong)電(dian)(dian)(dian)量占(zhan)總可(ke)用(yong)(yong)(yong)發(fa)電(dian)(dian)(dian)量的比(bi)例(li)(li)應不(bu)(bu)低于60%,占(zhan)總用(yong)(yong)(yong)電(dian)(dian)(dian)量的比(bi)例(li)(li)應不(bu)(bu)低于30%,并不(bu)(bu)斷提高自(zi)(zi)發(fa)自(zi)(zi)用(yong)(yong)(yong)比(bi)例(li)(li),2030年前(qian)不(bu)(bu)低于35%。上網電(dian)(dian)(dian)量占(zhan)總可(ke)用(yong)(yong)(yong)發(fa)電(dian)(dian)(dian)量的比(bi)例(li)(li)上限由各省級能(neng)源(yuan)主管部門結合實際確定(ding),一(yi)般(ban)不(bu)(bu)超過20%。各地可(ke)結合項(xiang)目(mu)建設(she)方案中(zhong)自(zi)(zi)發(fa)自(zi)(zi)用(yong)(yong)(yong)、上網電(dian)(dian)(dian)量比(bi)例(li)(li)和源(yuan)荷匹配、調節能(neng)力(li)等(deng)信息,合理設(she)置新(xin)能(neng)源(yuan)利用(yong)(yong)(yong)率目(mu)標。

三、加強運行管理

(七)加強(qiang)安全管(guan)理(li)。綠電直連項目應嚴格落實各項安全生產管(guan)理(li)措(cuo)施,保證安全穩定運行。項目應及時開展風(feng)險管(guan)控及隱患排查治理(li),深(shen)入評估并及時消除(chu)項目內部設備故障以及各類安全風(feng)險,不斷增強(qiang)可靠性(xing)。

(八)做好(hao)電網(wang)接入(ru)(ru)。項目應(ying)按標準配置(zhi)繼電保護、安(an)全穩定控制裝置(zhi)、通信設(she)備等二(er)次系統,內部各設(she)施涉(she)網(wang)性能(neng)應(ying)滿足相(xiang)關標準,避免因(yin)自身原因(yin)影響電網(wang)安(an)全穩定運行。項目應(ying)及時組織(zhi)竣工驗收(shou),并(bing)(bing)將竣工驗收(shou)報告報送省級能(neng)源主管(guan)部門和國家能(neng)源局派出(chu)機構。電網(wang)企業應(ying)向滿足并(bing)(bing)網(wang)條件的(de)項目公平無(wu)歧視(shi)提供電網(wang)接入(ru)(ru)服(fu)務(wu)。

(九)加強調(diao)度(du)運行(xing)管理。綠電直連項目(mu)應(ying)實現內部(bu)資(zi)源協同優化(hua)(hua)。并(bing)網(wang)型項目(mu)整體及內部(bu)電源按(an)照(zhao)接入(ru)電壓(ya)等(deng)級和容量規(gui)(gui)模接受相應(ying)調(diao)度(du)機(ji)(ji)構(gou)管理,按(an)照(zhao)為系(xi)統提供服務的(de)類別接入(ru)新型電力負荷管理系(xi)統或電力調(diao)度(du)自動化(hua)(hua)系(xi)統。除發生影響公用(yong)系(xi)統安全穩定運行(xing)的(de)突發情況外,調(diao)度(du)機(ji)(ji)構(gou)應(ying)按(an)照(zhao)項目(mu)自主安排(pai)的(de)發用(yong)電曲線下達調(diao)度(du)計劃(hua)。項目(mu)內部(bu)資(zi)源應(ying)做到可(ke)觀、可(ke)測(ce)、可(ke)調(diao)、可(ke)控(kong),并(bing)根據《電網(wang)運行(xing)準則》等(deng)向電力調(diao)度(du)機(ji)(ji)構(gou)提供相關資(zi)料(liao)。項目(mu)各(ge)業務系(xi)統應(ying)嚴(yan)格執行(xing)《電力監控(kong)系(xi)統安全防(fang)護規(gui)(gui)定》,安裝網(wang)絡(luo)安全監測(ce)、隔離裝置(zhi)等(deng)網(wang)絡(luo)安全設施(shi),按(an)要求(qiu)向相關調(diao)度(du)機(ji)(ji)構(gou)備案,接受調(diao)度(du)機(ji)(ji)構(gou)開展的(de)技術監督。

(十)厘(li)清責任(ren)(ren)(ren)(ren)界(jie)(jie)面(mian)。并(bing)網(wang)(wang)(wang)型綠電(dian)(dian)直連項(xiang)(xiang)目(mu)與公(gong)共(gong)電(dian)(dian)網(wang)(wang)(wang)按產(chan)權分界(jie)(jie)點(dian)形成清晰明確的安全責任(ren)(ren)(ren)(ren)界(jie)(jie)面(mian),各自(zi)(zi)在安全責任(ren)(ren)(ren)(ren)界(jie)(jie)面(mian)內履行(xing)相應(ying)電(dian)(dian)力安全風險管控責任(ren)(ren)(ren)(ren)。項(xiang)(xiang)目(mu)應(ying)統籌考慮(lv)內部源荷特性(xing)、平(ping)衡能力、經濟收益、與公(gong)共(gong)電(dian)(dian)網(wang)(wang)(wang)交換功(gong)率(lv)等因(yin)素,自(zi)(zi)主合(he)理申(shen)報并(bing)網(wang)(wang)(wang)容(rong)量,并(bing)與電(dian)(dian)網(wang)(wang)(wang)企(qi)業協商確定并(bing)網(wang)(wang)(wang)容(rong)量以外的供電(dian)(dian)責任(ren)(ren)(ren)(ren)和費用。電(dian)(dian)網(wang)(wang)(wang)企(qi)業應(ying)按照(zhao)項(xiang)(xiang)目(mu)申(shen)報容(rong)量和有關協議履行(xing)供電(dian)(dian)責任(ren)(ren)(ren)(ren)。項(xiang)(xiang)目(mu)應(ying)調節內部發(fa)電(dian)(dian)和負荷,確保項(xiang)(xiang)目(mu)與公(gong)共(gong)電(dian)(dian)網(wang)(wang)(wang)的交換功(gong)率(lv)不(bu)超(chao)過申(shen)報容(rong)量,自(zi)(zi)行(xing)承擔由于自(zi)(zi)身原因(yin)造(zao)成供電(dian)(dian)中(zhong)斷的相關責任(ren)(ren)(ren)(ren)。

(十(shi)一)鼓勵提升系統友好(hao)性。并網(wang)型(xing)綠電直(zhi)連項(xiang)(xiang)目(mu)應通過合(he)(he)理配置儲(chu)能(neng)、挖掘負荷靈(ling)活調節(jie)(jie)潛力(li)等(deng)方式,充分提升項(xiang)(xiang)目(mu)靈(ling)活性調節(jie)(jie)能(neng)力(li),盡可能(neng)減小系統調節(jie)(jie)壓力(li)。項(xiang)(xiang)目(mu)規劃方案應合(he)(he)理確定項(xiang)(xiang)目(mu)最(zui)大(da)的負荷峰谷差(cha)率(lv),項(xiang)(xiang)目(mu)與(yu)公(gong)共電網(wang)交換功(gong)(gong)率(lv)的電力(li)峰谷差(cha)率(lv)不(bu)高于(yu)方案規劃值。在(zai)新能(neng)源消納困難時(shi)段,項(xiang)(xiang)目(mu)不(bu)應向公(gong)共電網(wang)反送電。項(xiang)(xiang)目(mu)應按照有關(guan)管理要求和技術標(biao)準做好(hao)無功(gong)(gong)和電能(neng)質(zhi)量管理。

四、交易與價格機制

(十二(er))作為整體(ti)參與市(shi)(shi)場(chang)(chang)。并網型綠電直連(lian)項目享有(you)平等的(de)市(shi)(shi)場(chang)(chang)地位,按(an)照(zhao)《電力(li)市(shi)(shi)場(chang)(chang)注(zhu)(zhu)冊(ce)基本規則(ze)》進行注(zhu)(zhu)冊(ce),原則(ze)上(shang)應作為整體(ti)參與電力(li)市(shi)(shi)場(chang)(chang)交(jiao)(jiao)易(yi)(yi),根據(ju)市(shi)(shi)場(chang)(chang)交(jiao)(jiao)易(yi)(yi)結(jie)果安(an)排生產,并按(an)照(zhao)與公共電網的(de)交(jiao)(jiao)換功率進行結(jie)算。項目負荷(he)不得(de)由電網企業代(dai)理(li)購電。項目電源和負荷(he)不是同一投資主(zhu)體(ti)的(de),也(ye)可分別注(zhu)(zhu)冊(ce),以(yi)聚合形式參與電力(li)市(shi)(shi)場(chang)(chang)交(jiao)(jiao)易(yi)(yi)。

(十三)合理繳納相關費用(yong)。綠(lv)電直(zhi)連項目應按(an)國(guo)務院價格、財政(zheng)主管部門相關規定繳納輸配電費、系(xi)統運行費用(yong)、政(zheng)策性(xing)交叉補貼、政(zheng)府性(xing)基金及附加(jia)等費用(yong)。各地不得(de)違(wei)反國(guo)家(jia)規定減免有(you)關費用(yong)。

(十四)規范計(ji)(ji)量(liang)(liang)結(jie)算。并(bing)網型(xing)綠電(dian)(dian)(dian)直(zhi)連(lian)項(xiang)目(mu)(mu)以項(xiang)目(mu)(mu)接(jie)入(ru)點(dian)作為(wei)計(ji)(ji)量(liang)(liang)、結(jie)算參(can)考點(dian),作為(wei)整體與公共電(dian)(dian)(dian)網進行電(dian)(dian)(dian)費結(jie)算。項(xiang)目(mu)(mu)應(ying)具備分表計(ji)(ji)量(liang)(liang)條(tiao)件,在(zai)內部發電(dian)(dian)(dian)、廠用(yong)(yong)(yong)電(dian)(dian)(dian)、自(zi)發自(zi)用(yong)(yong)(yong)、儲能等關口(kou)安裝(zhuang)(zhuang)符合相關標準和(he)有關部門認可的(de)雙(shuang)向(xiang)計(ji)(ji)量(liang)(liang)裝(zhuang)(zhuang)置(zhi)。禁止繞越裝(zhuang)(zhuang)設的(de)各電(dian)(dian)(dian)能計(ji)(ji)量(liang)(liang)裝(zhuang)(zhuang)置(zhi)用(yong)(yong)(yong)電(dian)(dian)(dian)。項(xiang)目(mu)(mu)電(dian)(dian)(dian)源和(he)負荷不是同(tong)一(yi)投(tou)資主體的(de),雙(shuang)方(fang)之間交(jiao)易電(dian)(dian)(dian)量(liang)(liang)及上(shang)網電(dian)(dian)(dian)量(liang)(liang)應(ying)按照(zhao)綠證和(he)綠色電(dian)(dian)(dian)力交(jiao)易有關規定執(zhi)行。

五、加強組織保障

國(guo)(guo)家(jia)(jia)發(fa)展改革委、國(guo)(guo)家(jia)(jia)能(neng)源局(ju)加強對(dui)綠電(dian)(dian)(dian)(dian)直連模(mo)式的指導(dao),及(ji)時評估成效(xiao),確保工作平(ping)穩(wen)推(tui)進,同時加強對(dui)其他綠色電(dian)(dian)(dian)(dian)源開(kai)展直連的研究。國(guo)(guo)家(jia)(jia)能(neng)源局(ju)各派出(chu)(chu)(chu)機(ji)構(gou)應加強監(jian)管(guan),及(ji)時跟蹤(zong)監(jian)測轄區內項目建設與(yu)政策(ce)執(zhi)行情(qing)況(kuang),積極推(tui)動(dong)各方按要求(qiu)規范開(kai)展項目建設運(yun)(yun)(yun)行。省級(ji)能(neng)源主管(guan)部門應基于本省電(dian)(dian)(dian)(dian)力供(gong)需(xu)(xu)形勢(shi)、消(xiao)納(na)條(tiao)件等實際(ji)情(qing)況(kuang),進一步細(xi)化就近(jin)就地消(xiao)納(na)距離、上網(wang)電(dian)(dian)(dian)(dian)量比(bi)例、退出(chu)(chu)(chu)機(ji)制等具(ju)體(ti)要求(qiu),引導(dao)項目科學合(he)理(li)評估需(xu)(xu)求(qiu),避免出(chu)(chu)(chu)現實際(ji)運(yun)(yun)(yun)行與(yu)設計方案(an)出(chu)(chu)(chu)現較(jiao)大偏差、新(xin)能(neng)源消(xiao)納(na)不及(ji)預期等情(qing)況(kuang);組織梳理(li)本地綠電(dian)(dian)(dian)(dian)直連項目需(xu)(xu)求(qiu),積極向民營(ying)企(qi)業推(tui)介(jie),支(zhi)持民資(zi)等參與(yu)投資(zi)建設;做(zuo)好項目管(guan)理(li)和運(yun)(yun)(yun)行監(jian)測工作,組織具(ju)備資(zi)質(zhi)的第三方機(ji)構(gou)開(kai)展方案(an)評審,充分(fen)聽取(qu)電(dian)(dian)(dian)(dian)網(wang)企(qi)業、國(guo)(guo)家(jia)(jia)能(neng)源局(ju)派出(chu)(chu)(chu)機(ji)構(gou)等意見,推(tui)動(dong)綠電(dian)(dian)(dian)(dian)直連模(mo)式有序發(fa)展。電(dian)(dian)(dian)(dian)網(wang)企(qi)業、電(dian)(dian)(dian)(dian)力市(shi)場(chang)運(yun)(yun)(yun)營(ying)機(ji)構(gou)按照通知要求(qiu)做(zuo)好落實,持續提(ti)升對(dui)項目接入電(dian)(dian)(dian)(dian)網(wang)、參與(yu)電(dian)(dian)(dian)(dian)力市(shi)場(chang)交易的技(ji)術支(zhi)持能(neng)力和服務(wu)水平(ping)。
